So here is the facial rigging as it stands, with the eyebrow blendshapes in place, now onto the eyelids.
Start by selecting the verts around the eye...
Then create a cluster as with the other blend shapes.
Rotate the cluster so is mostly closed, then use the Paint Cluster Weights tool to make it appear in a straight line.
The process is the same for both the bottom and top eyelids.
